In Tokara, people believe they are free. In reality, an unseen force, The Veiled Cabal, manipulates every aspect of life—through hidden taxes, controlled life paths, and constant surveillance by masked ninja agents known as the Eyes. Their serpent seal is everywhere, a quiet reminder of their grip on society.
But a resistance rises. Fushuma, a group of ordinary citizens—farmers, teachers, philosophers—rejects the system’s control. Led by the charismatic Kenzo, they form The Open Circle, a secret gathering where decisions are made collectively. Their goal: to break the Chains of oppression and restore The Balance, a governance model inspired by Athenian democracy.
One night, under the neon glow of the city, a hooded figure runs through the rain, pursued by the Eyes. A single red-silk-wrapped scroll slips from their cloak and vanishes into the darkness.
By morning, Mei, a young apprentice calligrapher, discovers the scroll outside the monastery. Its serpent seal marks it as forbidden. Feeling the weight of secrecy, she takes it to Kenzo, a leading voice in the underground resistance.
In a hidden cabin at the forest's edge, Fushuma gathers. The scroll's ancient script, written in a lost style, holds a mystery-a forgotten ideology. They don't yet understand its power, but it feels important.
Then, in the shadows, an Eye watches. The moment shatters as a shuriken flies, slicing through the air. Mei's arm bleeds. The scroll is pinned to the beam.
The fight for truth has begun.
